Abstract: The “excess and scarcity” of talents is a reflection of the imbalance of regional talents development. A survey of the talents demand shows that there exists the seemingly contradiction of “excess and scarcity” of talents in China’s employment market and that the structure of high-level talents is unreasonable. That is, graduates complain about the difficulty in finding jobs, employers sigh that it is hard to find people who meet their requirements. Analysis of the reason indicates that ESP teaching is an effective way to solve the problem of “excess and scarcity” of talents". This paper discusses the role of ESP teaching in solving the paradox of "excess and scarcity” of talents, analyzes the problems existing in ESP teaching in China, and finally, puts forward some suggestions on ESP curriculum construction and talent balanced development and optimization.
