The unique properties of pulsed dielectric barrier discharge (PDBD) of high electric field, rapid heating and high yield of active particles, as well as good application prospects have attracted extensive attention. Pulse repetition rate (PRR) is an important method of controlling the discharge behaviors. In this paper, a parallel-plate discharge cell configuration was employed which allows an electrical characterization and simultaneous measurements of dynamic surface charge measurement with high temporal resolution realized by the surface charge distribution measurement system based on Pockels effect. For the positive PDBD with rising and falling time of 250ns and pulse width of 10us, both the discharge patterns and surface charge measurement show that the magnitude and delay time of the positive discharge at the rising edge decrease with the increasing applied PRR, while the negative discharge at the falling edge does not show marked change. Experimental results show that the memory effect should be considered for the distinctive discharge behaviors under repetitive pulses.
