In response to the market demand for news trans-editing professionals, an E-C news trans-editing performance test is designed and validated in this paper to measure news trans-editing competence(NTC) of test takers who intends to work in news agencies as trans-editors. It first defines the construct of the test and then designs test task with reference to job analysis framework by McNamara for the sake of achieving test authenticity and representativeness. In the test, candidates are expected to assume the role of editors in Xinhua News Agency, and to produce a piece of English news out of two given pieces of news in Chinese by editing and translating. Following the test construct and format, an analytic rating scale is further developed, which consists of three dimensions, namely, content, editing and language. After the administration of test, all together 60 trans-edited versions were randomly selected and scored by three raters for further analysis with SPSS and FACET. Both the preparations before test and the statistical analysis after test can provide evidences to support the validity of the test by referring to socio-cognitive validation framework developed by Weir. Results shows that the test is valid based on sufficient evidence for theory-based validity, context validity, scoring validity, criterion-related validity and consequential validity. It’s hoped that the test can serve as an effective tool for selecting and qualifying prospective news trans-editors.
