Serving as the fundamental competence of the innovative foreign language talents, the foreign language competence emphasizes more on the real life language using ability, cross-cultural communicative ability, critical thinking ability and self autonomous learning ability. Taking the writing competence as an example, the present paper discusses the significance and purpose of assessing the foreign language competence of innovative foreign language talents, and illustrates the use of CSE as a framework for reference in teacher-based assessment, self-assessment, and external assessment in foreign language teaching and assessment practice.
