Validation is the key issue in developing and evaluating language testing. Weir (2005) proposed a socio-cognitive framework for validating reading test/listening test/speaking test/writing test, each including six components -- test taker characteristics, context validity, theory-based validity, scoring validity, consequential validity, criterion related validity. This framework sets up an interface between validation and validating. Most language tests for the workplace have subtests, which can be suitable for evaluation by Weir’s framework. This paper is going to make comparison among the nationwide ETIC (English Test for International Communication) and the international tests TOEIC (Test of English for International Communication) and BEC (Business English Certificate), especially focusing on the writing tests. The paper will analyze the following elements of the writing tests as test taker characteristics, testing backgrounds, requirements, response forms, scoring, scaling, score interpretation, etc. Accordingly, the advantages and disadvantages of each subtests will be revealed. This aligning process can be a good way to make evaluation on ETIC.
