Research on Risk Measurement of Logistics in International Capacity Cooperation:A Case Study of the Belt and Road Initiatives Cooperation Countries

摘要
International capacity cooperation can be severely disrupted by failures in international logistics processes. Therefore, an understanding of international logistics risks are imperatives for the smooth operation of international capacity cooperation. The risk was classified by case analysis, then the risk index structure was set up, and the importance of each index was evaluated, so as to established the international logistics risk index system in the international capacity cooperation. The cases of international logistics risk in the past 20 years were summarized to identify risk types , and a risk measurement index system was established by fuzzy comprehensive evaluation method. AHP (Analytical Hierarchy Process) method was used to evaluate the importance of each risk index in the cooperation with the Belt and Road Initiatives countries. It was found that the main risks are logistics loss risk, logistics cost risk and logistics timeliness risk. The risks of these logistics was influenced by the characteristics of goods, logistics operation, natural environment along the way, social environment along the way, economic conditions, complexity of logistics lines, trading partners credit, logistics company reliability, freight forwarder reliability, and so on. Through the establishment of international logistics risk measurement index system, it is hoped that it will play a preventive and guiding role in the risk faced by the international logistics links of international capacity cooperative enterprises.

Chang'an University

Dr. Li Qian is a professor at School of Economics and Management, Chang'an University. She received Her Ph.D. degree in Transportation Engineering and Managementr at Chang'an University in 2011. She was a visiting scholar at Massey University., New Zealand, from 2017 to 2018. Her main research interests including dry port logistics, Supply chain management, logistics service supply chain management and logistics industry economy. She has published moren than 15 academic papers in SCI or SSCI journals.

Wen Cheng
Chang'an University

Cheng Wen is currently pursuing the Ph.D. degree in logistics engineering and management at Chang’an University, School of Economics and Management, Xi’an, China. Her main research interests include closed-loop supply chain and green supply chain management.
