Commuting travel is an important part of the normal operation of a city. Time value is the basis for analysis and prediction of traffic mode sharing rate. In recent years, the number of motor vehicles in China has increased rapidly, that resulting severe traffic congestion. Especially in the morning and evening peak hours, it seriously restricts the development of the city. The travel time of public transportation and the reliability of travel time decided the service level of public transport systems. It also affects the attractiveness of public transportation to travelers, and then determines the implementation effect of public transport priority policies. The government of the domestic city will give certain subsidies to the public transport operators to reduce the fares of public transport. For travelers, the time cost and time reliability cost of bus travel is critical to the impact of bus selection behavior. It is the theoretical basis for studying the factors influencing travel behavior. Therefore, based on the survey data, this paper establishes a commute time value model to study the commute time value and time reliability value of cars and public transportation. Provide reference for the formulation of regular bus and rail fares and the implementation of policies to alleviate urban traffic congestion.
