Double carbon target and energy security is an important problem facing China, the article targeting double carbon strategy, oil city energy development as the research object, Dongying city as a typical oil city, the article mainly study Dongying city traditional energy and new energy coordinated development, through the coordinated development of old and new kinetic energy, promote carbon peak carbon neutral, speed up the Dongying city to create national modern energy economy demonstration zone, ensure energy security. Analysis of Dongying city traditional energy and new energy development status and the advantages and challenges of coordinated development, energy resources security as the guidance, build collaborative evaluation model, empirically study the coordinated development level and main influencing factors of traditional energy and new energy,the results show that, affected by policy, energy security requirements, the coordination level of traditional energy and new energy in Dongying city has increased from 0.02 in 2018 to 0.77, showing an overall growth trend.Put forward safeguard measures from scientific and technological innovation, policy and system, market-oriented reform and personnel
