Ecological civilization construction is the programmatic guiding ideology for the construction of territorial spatial planning in the new period, in which ecological restoration planning is an important part of the spatial planning system. Coal resource-based cities, which have been damaged by mining activities for a long time, are the key areas for ecological protection and restoration in China. Thus, this paper combs through the ecological restoration planning in China's national land space, the dilemmas faced by coal resource-based cities in the process of ecological restoration. Explore in problem identification, pattern construction, zoning refinement, engineering guidelines to form a more complete framework system for the preparation of Territorial Ecological Restoration Planning for coal resource-based cities. Taking Huaibei City, a typical coal resource-based city as an example, we discuss the logic of Territorial Ecological Restoration Planning, with a view to providing references for other coal resource-based cities.
