The Lancang-Mekong River Basin cooperative governance mechanism serves as a guarantee for the deep integration and innovative development of the Lancang-Mekong River Basin countries under the Belt and Road Initiative. The water resources cooperation governance mechanism in the Lancang-Mekong River Basin is the result of institutionalizing and formalizing water resources cooperation, exhibiting characteristics and trends of international legalization. However, the existing mechanism lacks an effective legal rule system, and the Mekong River Commission needs improvement in terms of its membership scope, authority, and role. To address these issues, it is necessary to adhere to the principles of sovereignty, fairness and mutual benefit, utilization without harm, and sustainability. Innovations should be made in the organizational structure, legal mechanism framework, legal mechanism content, cooperation operation mechanism, and law enforcement cooperation mechanism for water resources cooperation in the Lancang-Mekong River Basin. Strategies such as promoting innovation in the hydrological big data platform, ecological environment supervision mechanism, water resources benefit sharing mechanism, and legal mechanism for resolving water resources disputes in the Lancang-Mekong River Basin should be implemented to push forward water resources cooperation to a new level.
