Strengthening spatial control of soil and water conservation and implementing differentiated protection and management measures is an important basis for soil and water erosion control and soil and water conservation supervision and management. The rational and scientific division of national soil and water erosion prevention and treatment areas into small watersheds can effectively support the implementation of soil and water conservation management measures such as the construction of ecologically clean small watersheds. However, there are few related research results, and the existing zoning method is empirical, which is difficult to support the precise management of soil erosion and scientific decision-making. This study takes Chongqing, an important province and city in China for soil and water conservation, as an example, and utilizes hotspot analysis to calculate the hotspot statistics, quantify the spatial clustering relationship of the key controlling factors of the national soil and water erosion prevention and management zones, and introduce them into the process of dividing the scope of the "two zones" at the national level as the main controlling factors, so as to avoid the use of expert experience and mathematical statistical relationship for the implementation of the soil and water conservation management measures. Compared with the original method, the spatial clustering relationship coefficient of the national "two zones" divided by this study is nearly 30% higher than that of the original method. By introducing "soil and water conservation rate", an important assessment index for water administration departments of county-level administrative districts, into the factors for the division of "two zones" at national level, we analyze the importance of implementing differentiated conservation and management measures in each sub-watershed from the point of view of "quantity reduction". We analyze the significance of implementing differentiated protection and management measures from the perspective of "reduction", and improve the decision-making support benefits of the results of the national "two areas" division. The results show that in Chongqing Municipality, there are Three Gorges Reservoir Key Management Area, Wujiang River Chishui River Middle and Lower Reach Key Management Area, Wuling Mountain Key Prevention Area, and Danjiangkou Reservoir Area and Upper Reach Key Prevention Area, with soil erosion areas of 34.07%, 26.02%, 30.14%, and 18.62%, respectively, and an average of 71.33%, 76.83%, 72.25%, 85%, and an average of 76.83% for the target of soil and water conservation rate in 2030, which is the highest in the world, 72.25% and 85%, and the overall proportion to be treated reaches 3.565%. The key treatment areas in Chongqing are mainly distributed in the central hilly areas, where there is a large space for soil erosion reduction, while the key prevention areas are distributed in the northeast and southeast Dabashan Wuling Mountain Range.
