In the process of urban planning, it is necessary to analyze the historical change information to forecast the future development trend and make the scientific spatial decision-making plan, but the existing spatial database is usually static GIS database, which could not provide the historical backtracking function. A solution to this problem is temporal GIS. In this paper, the development of current temporal GIS is analyzed, the spatio-temporal data model construction and the spatio - temporal data query data mining technique is discussed. To put forward a spatio-temporal database based on version control after combining with the existing multi-source database of urban planning, comprehensively analyzing of the difficulty of building different temporal GIS platform is the compromise scheme of current urban planning database construction, and the spatio-temporal database system which could support spatial and temporal query, mining and forecasting, and posses a rich event definition to reflect the continuous changes of urban spatial and temporal data is needed faced with the visualization requirement of "One Picture" in Urban Planning.
