Enhancing Learning through the Use of Electronic Resources in Developing Countries Higher Learning Institutions

Developing countries higher institutions of learning are characterised by financial constraints, lack of qualified personnel, poor infrastructure and limited physical space. However, the increasing use of internet with the ubiquitous of information technology enhanced learning tools and applications are changing and bridging gaps that existed between learners of the rich developed and the poor developing countries. E- resources have created opportunities for global access of information and increased speed of services beyond geographical boundaries. Much as institutions of higher learning have colossally invested in these electronic resources, their optimal use by learners in developing countries is still limited. The study is set to investigate e-resources usage in developing countries higher institutions of learning and how usage could enhance learning. Data was collected from a University in South Africa to verify e-resources usage which was analyzed quantitatively. Results indicated bandwidth, system complexity, limited skills, and training significantly impacting on e-resources usage.
