Accompanying the promotion of the Belt and Road Initiative, the international construction market to Chinese oversea contractors become even broader, accordingly the competition is increasingly fiercer. Bid-no-bid decision is one of the most important decisions made to any Chinese contractor who participate in the competitive international construction market. The traditional research about bid-no-bid decision mainly focus on the contactor’s own conditions to appraise whether to bid or not, which is not fit to contractor’s practice. The decision of bid/no bid decision is not static, but dynamic. Hence, the author proposes that no matter whether any contactors satisfy the requirement of biding, a comparison of organization based bid alternatives shall be made firstly. Based on literature study, the possible bid alternatives in the form of organization were developed. And then a simple and practicable alternatives comparison model was developed based on the method of FAHP (Fuzzy AHP) to determine the best alternative and whether it is fit to bid. Finally, a case study was introduced to elaborate the detailed alternatives comparison procedure and the method of FAHP utilized.
